Project preparation in infra still runs on crumpled papers full of handmade sketches and measurements that somewhat resemble the existing situation. A carefully filled BIM model does the same job better: one model that every party works from, from design to handover.
Everyone in the same model
Government bodies and network operators design bridges, roads and pipelines together with contractors, architects and engineering firms. BIM only works when all of those stakeholders apply it in their own work. The moment one party keeps its measurements on paper or in a private spreadsheet, the model stops being the single source of truth and the old problems return: double work, outdated drawings and surprises during execution.
A BIM model is only as good as the data in it. For infrastructure that means up-to-date and accurate data about the existing situation, refreshed as the work progresses.
Filling BIM with digital surveying
Digital surveying is the practical way to keep that data current. A GNSS receiver converts satellite signals into centimetre-accurate positions, which you record as points, lines or polygons on a digital map. The measurements sync in real time to the cloud, and from there you export them in formats your BIM environment reads, such as DXF, DWG or LandXML.

Existing registrations give you a head start: the Dutch Land Registry (Kadaster), KLIC data and the BGT already describe much of the current situation. Your own measurements confirm and refine that base, and record what changes during the project.
Machine control feeds the model too
On excavation work, machine control is the fastest way to keep a BIM model honest. With UNI-Machine, one GNSS receiver on the machine and a second one acting as the base station show the operator the bucket position against the 3D design in real time. The operator digs straight on the design, the risk of excavation damage drops, and the as-built data flows back instead of being reconstructed afterwards.

A concrete example
A contractor replaces a sewer line under a provincial road. Before the work, a field worker measures the existing kerbs, trees and cables in the open trench. During the work, the excavator runs on the 3D design and every welded joint is measured the same day. At handover, the BIM model matches what is actually in the ground, and the network operator receives as-built data it can load without rework.
That is BIM in infrastructure as it is meant to work: no separate survey phase at the end, but a model that grows with the project.
