Anyone going into the ground in the Netherlands has to be able to view the KLIC data digitally at the excavation site. KLIC is the Dutch national system for underground cable and pipe data, and that obligation has applied since 1 April 2021. A KLIC viewer is the tool for the job. Our KLIC viewer sits inside the marXact environment, so you survey and meet the legal requirement with the same set. Viewing cable and pipe data from KLIC is part of UNI-Cloud Professional and higher.

What is a KLIC notification?

You submit a KLIC notification to the Kadaster, the Dutch land registry, before you start digging in public ground. Contractors, cable companies and other excavating parties are obliged to do so. The Kadaster asks the network operators which cables and pipes are present at the location and sends you that information as a download: a zip file with position data and themes.

That information has to be digitally available at the site itself while you dig. The purpose is straightforward: preventing excavation damage and dangerous situations. Anyone who knows where the existing cables and pipes run takes them into account when opening the ground.

How the KLIC viewer works

You load your KLIC notification into the marXact environment and the cable and pipe information appears as a map layer over your project. In the field you then see two things at once: the stated position of the cables and pipes, and your own position. With a UNI-GR2 on the pole that own position is centimetre-accurate, so you know exactly where you are standing in relation to the KLIC data.

One caveat: the position data from network operators is indicative. The viewer tells you where to take care and where a trial trench is sensible; it does not replace careful digging.

A concrete example

A groundworker is laying a house connection in a residential street. Before digging he opens the KLIC layer and sees that a medium-voltage cable runs diagonally across the route. He exposes the exact crossing with a trial trench, surveys the actual position straight away and digs on without surprises. The surveyed position goes into the project, and the team that has to be at the same address next month benefits from it too.

That way the KLIC obligation becomes part of your survey work rather than an administrative hurdle.
